Open transmission access

The term 'Open transmission access' as it applies to the area of reclamation can be defined as ' Enables all participants in the wholesale market equal access to transmission service, as long as capacity is available, with the objective of creating a more competitive wholesale power market. The Energy Policy Act of 1992 gave the Federal Energy Regulatory Commission (FERC) authority to order utilities to provide transmission access to third parties in the wholesale electricity market'.
